Drop down menu/toc navigation Captivate 7

This question was asked a few years ago but no real solution was given other than to use the Captivate TOC. We need a menu option that will allow for sub category navigation. As of now we have a page that has buttons with the main topics and the user selects and the module jumps to that page. We are looking to have sub-headings listed that will allow the user to jump to them as required. Some of our subjects will have quite a few sub-topics so we would like to have a roll-over state if possible. A simple drop down list that will jump to the page when the topic is selected would work as well.

I have tried the drop down widget but I cannot get it to jump to the correct page unless I add another button. That is somewhat redundant to what we have.

We do not use the built in TOC as it is just aesthetically unappealing and gets in the way of the slides. It is hard to see the little arrows and our customers just did not like it. We created a widget that has a larger button to bring out the TOC but it still just gets in the way. We prefer to have a traditional book-type table of contents, where it is on one page and you can navigate to it. We have all of that but are looking for a way to add the many sub-sections to the menu and not have it take up several pages and so it is easy to jump back to from anywhere in the module.

Is this something that could be done easier in 9 than in 7? We have not updated because we need all of our team on the same version and some of our teams overseas cannot get the update as they don't have a subscription, and the funds are not available.
