I have been developing using Captivate 9. Now we are converting to 2017. Will I be able to open and update my previous 9 courses with 2017?

Which type of courses: normal (blank) or responsive? It is especially the responsive project work flow that has changed. You'll be able to open responsive projects created with CP9 in CP2017 but it will be with the breakpoint view work flow, not with the new Fluid Boxes.  Even for normal projects I would strongly recommend to keep both versions of CP and the files for a while. There are some bugs to be fixed in CP2017.

Unfortunately our IT dept isn't giving us the option to keep both versions. Thanks for the response.

Hmmm, that is not very wise, be sure to keep the CP9-files, maybe someone could have that version to recover in case of problems.
