Did you turn on SCORM reporting settings before publishing to Zip format?  It could be your LMS is complaining about not seeing any imsmanifest.xml file inside the zip where it expects to find it.

Thanks for the response...do you mean in the Quiz preferences enabling reporting on the project?  If so, then yes - I did do that as I had an issue w/ that before!  So now I'm not sure what the issue is.  If you have any further insight, I am all ears!  Thank you!

You could have a special character that's not allowed in the xml.

Are there any special characters in the course name or description?

A filename that is loaded in the resources section of the imsmanifest can also do it.

I figured out what my problem is - but am unsure how to fix it.  I previewed the course in the SCORM cloud, but how do I save it as a scorm file?  I don't remember!

Well what is the problem that you are unsure how to fix?

You publish as SCORM, you don't save anything. Turn the reporting on as mentioned in Rods post above and publish to a zip file.

You have just to turn on Reporting and configure the Reporting. When you publish, automatically a zipped folder, called a SCO, will be created.
