I have created a Captivate 9 project that I want to publish on my website. It seems like there are only 4 options for publishing - publish to my computer (how would anyone else access it?), publish to a device (I'm not creating an app and don't really understand this option), publish to adobe connect (I don't plan to use it for web conferencing), and publish to adobe prime (I can't afford this option and am still not sure how a general audience would access it anyway).
Please tell me how I take the content I have created and make it available to the internet audience.

When you publish to your computer you end up with files that you then copy to the web site.
So at this point you need a way to copy the files from your computer to your web site. Exactly how that's done depends on many factors. You might use a built in interface for the web site, you may have a way of seeing "behind the scenes" and using Windows Explorer to view the web site as you would any other drive. You may need to use an FTP client such as FileZilla.

I created a project and want to upload it to my portfolio on weebly. I am trying to figure out the best way to do this. Is it possible for me to upload the folder created in captivate to my google drive and then link the index file on my website? If that's not possible please help me with another solution so that the files can be accessed all the time.

Upload the published folder to a webserver (can be on your system) and link to its index.html file.
