How do you add images to visited state smart shape buttons (or even to the default) and the content pop up, when using states?

I have three smart shape buttons that are using states to display various content. I want to add images to the content pop ups but my media button along with most of the tools in the tool bar are grayed out. I know I can't add any buttons or interaction in the state pop up, but based on a webinar given by Pooja I should be able to add images to both the buttons (like a check mark after it was visited) and to the pop up content.  I am using Captivate 2017. Please advise.

It is possible, but about which type of buttons (shape buttons recommended) and which state (inbuilt or custom?) are you talking about? How are the popups triggered, by other buttons or by another event? Maybe inserting some screen shots could help.
