Can't seem to find it anywhere
Plainly stated, there isn't support for that level of text controls within Captivate for any platform.
Some text will be output as a graphic upon publishing, but other forum posters have complained that it's converted to a web-safe font before that happens.
Building the backgrounds as a layered Photoshop image, with smart-objects, will likely be your best approach for getting that level of control. You'll need to manage the resolution carefully if you have bandwidth restrictions for publishing.

The leading is in the text caption properties panel. It is labeled "Spacing".

That only allows you to go as low as 1, I need the two lines of text to be snug up against one another. Since it's just two lines of text, I can have each be their own text caption box and get them as close as I want, just an extra few steps to make effect adjustments to each so they match.
