Hi there,
I wish to share a .swf file with a collaborator so that this person could both watch and edit this file. Unfortunately, we tried both Google Drive and Box and have yet to find a way to successfully reach our goal.
May I please ask your help for this?

An SWF file is a published and rendered output file. It's not an editable format.
You can share the SWF file with your collaborator, but they won't be able to edit it. If you're using Captivate to create these SWF files then you could share the CPTX project file, but then your collaborator would also need to have the same version of Captivate installed on their own computer in order to view the content and potentially edit it.
If you only really need your collaborator to give comments or feedback about your Captivate project, why not look into using the File > Send for Shared Review option. Your collaborator would then only need to have the free Captivate Reviewer application installed on their own computer, along with access to the server location where you place the review output file.

Just to confirm, there is no way to edit/add note to an SWF file? What if we do it frame by frame, like adding comments to screenshots? Is that possible?
Also, may I please ask how do you share an SWF file (about 36mb) via a link/cloud/drive service so that the recipient could view the actual content without downloading it?

As Rod points out you need to share the cptx file. One of the issues I encountered: such a file is a zipped folder, sometimes when the collaborator downloads it, it will be recognized as being zipped and a proposal to unzip appears. Be sure never to unzip the file. I have been using Dropbox, Creative Cloud Storage and OneDrive to share cptx-files successfully.

I confirm that there is no way to edit the actual SWF. You need to edit the CPTX that generates the SWF.
The Captivate Reviewer app is a good way to get shared review.
If your end users are able to view your SWF, they have also downloaded it. That's the way things work on the web.
If you want to share actual files with people so that they can view and review your content, a service like DropBox might be a useful alternative.
