Can anyone explain how to share themes and templates with others in a workgroup? I'm using Captivate 8.

What do you mean by 'sharing'? Captivate has no collaboration feature at all. A theme can be sent to another user, same with a template (if you really need a template besides a theme). Apparently that is not what you want? If you are on Captivate 8, check also the Theme Colors palette please.

If I give the template file to someone else, do they need to store it in a specific location in order to access everything that the theme includes, like skins, TOCs, and playback controls?

I gave the paths to all the custom items, including themes and theme color palettes.
They can store the theme file wherever they want, or in the location I indicated. The big button Themes has a Browse possibility down left of that box, that allows to find any custom theme, you are not forced to install them in a specific location.
Since themes appeared, that include object styles, master slides and skin, including the Theme colors as well if you use them, I rarely use templates. I'm just mentioning this because few users do realize that templates are not always necessary. They have the restrictions that you have to base a file on a template, it has a specific resolution. Whereas a theme can be applied at any moment, even after creation of the file. A template file can be stored anywhere, since the user has to open a file from a template, he can browse as well.
