When I preview my project in HTML mode it does not play my conditional actions. However, when I preview my same project inside the project preview window, it plays just fine. It is confusing to me and I'm not sure if it's a bug or if I need to do something to get it to work.
Each button is supposed to appear with a check mark each time the learner completes that slide. This is working effectively in project preview mode, but not working in HTML nor on the export. Does anyone know why?

From the terminology you use, I suspet you talk about a non-resposive pà roject. Which version do you use? From the AA screenshot it could be CP2017 or CP02019. But I need the complete version number.
For a non-responsive project the Project preview and all other real preview methods, with the exception of F11 Preview HTML in BRowser, are using SWF output. SWF was much less sensitive to corrct scripting than HTML ou
You show only a very small part of the advanced action it is not psosible to judge the problem in that case. Can you please post a Preview of the complete action. The Preview button (which you apparently don't know) is the first button in the top right corencer of the AA dialog box, looks like an arrow. At least then it is possible to have an overview of the action. More about the dialoh box in:

Why do you not use the Visited state, or at least a custom state for the buttons instead of an extra image?

Please update to 10.0.1.285 and test again. I see a lot of checkboxes, why did you ot use a state change?
If it is still not woring after the yupgrade, do insert a text container with the variable in the first decision.
I hope you didn't use the same name for different items? Example: is the variable name Hud1 ot used for something else as well?

I just updated it. I tried previewing it again and it's not working yet. However, it is still working just fine in the "project preview" mode, It's just not working int the HTML preview mode. (I'm not sure why it works in project but not HTML)
I didn't use the same name. Each item has it's own name. Ex: Details 1, Details 2, Details 3 etc.
Regarding state change instead of text boxes, is there a way I can add that image (check mark) to the state?
What is "insert a text container with the variable in the first position"? (I am still learning Captivate and not familiar with every term).

I told ou that Preview Porject is using a temporary SWF file, not HTML. You can't rely on that preview. Only F11 will show approcimately how HTML output will look.
Of course you can add whatever you wat to a state. I have plenty of examples on my blog. Have a look at this example:

I meant inserting a text caption or a shape, in which you isert the variable to check if it gets the correct value.

Try uploading the HTML5 pubished output to a web server or LMS and test it from there. Your issues may be due to security settings on your browsers when viewing the same content on a local drive.

We tried uploading to our LMS few times. But still not able to see the advanced actions working within the project. We uploaded projects with advance actions before to our LMS. We are going to do some more test with the suggestions you all mentioned today. Hopefully it is not a bug. I will post an update here. Thank you all so much for your help! I really appreciate it.

If you've only been testing this on your own LMS, try uploading to SCORM Cloud online LMS and test from there. In all probability the issue will turn out to be something on your LMS side. If you are publishing to HTML5, the most likely issue will be that your LMS is not allowing JSON files in the Captivate output. Your LMS admin will need to configure the server to allow JSON for any HTML5 content produced by Captivate.
