If the widget doesn't help then, while I hate to say it, the best answer really is to provide the training piece through an LMS and allow the LMS to do the sign-in, tracking, and provide the certificate features...

This is not the correct answer. Adobe has certificates as Learning Interactions. I am asking how to use them.

Oh, ok, so the CP widget will work for you, you're just asking how to ensure it's only available to those who pass?
In the Quiz Preferences, see the 'Pass or Fail' options and check the If Passing/Failing Grade options.
So on the Quiz Summary slide, a Continue button could appear if they pass...
...which goes to the next slide where the Certificate is setup.
If they don't pass, be sure there's no way to get to that certificate screen (i.e. no other navigation).

I appreciate your patience in trying to help, but I must not be explaining the dilemma correctly. I know how to set a show/hide/"move on past" for pass or fail of the quiz. I am talking about getting the certificate in the Learning Interactions (or the widget) to ACTUALLY WORK in a responsive project. I have embedded it more times than I can count, but it doesn't work after I publish the project and place the project on my server (which uses Server 2010).

hmmm. I'll have to ask others to step in - I've never tried to do the certificate with a Responsive Project.
It doesn't show as 'incompatible' in the HTML Tracker, right?
What if you create a sample piece with JUST the certificate widget and publish that. Does that show up?
