You're building a responsive project. You won't get the option to publish to SWF that way.

That's just awful. Is there a way to convert the response projects I've built back to non-responsive? I didn't know that, and now I've spent alot of time on these projects....HELP?

Captivate 2017 has the ability save a Non-Responsive project to Responsive now (something not possible before) but it still cannot save a Responsive project back to non-responsive.
You can still publish to HTML5 with a responsive project. You just don't have all the same output options as you do with a normal non-responsive.
What options were you worried about specifically?

The responsive projects I published are missing a multiscreen.html file, which, according to our I.T. department, is needed for viewing (and may explain why people are seeing different sized/cutoff text).
Preliminary research from a message board stated: “IE9 is not all that HTML5 ready. I would recommend you output for both HTML5 and HTM/SWF when you publish. If you do, you should see a file called Multiscreen.html. Ask your coworker to try that file instead.” This is from a message board that stated it needs to be published in HTM/SWF to generate that multiscreen.html file.
Basically, I was told that because that file is missing, it can't be published in Oracle LMS which is what we use for employees to view the modules. Do you know of any other thing I can do?

Did you develop that responsive project with Fluid boxes or with Breakpoint views?
Since CP9 I don't recommend to use the publish to SWF and HTML5 at the same time anymore, for a couple of reasons. The output can and is often different, and I had several problems when trying to publish that way. The launch file multiscreen.html was indeed meant to have Captivate decide which version to launch: HTML5 for mobile devices, and SWF for browsers on desktop/laptop. But more browsers are now not activating Flash player by default. You have to be sure that the end users are aware of that.

No, no fluid boxes or breakpoint views. There is no option to publish in SWF for responsive projects. Do you know of any way to get around that without having to completely recreate the projects?

For a responsive project you need either to use Fluid boxes or Breakpoint views, sorry, no other choice is possible.
If you want to publish to SWF you needf to create a 'blank' project, not a responsive project.

Hi Lilybiri, with Captivate 2017, do you know if there's a way to package a SCORM file manually with a multiscreen.html file and have a swf package and an html 5 package that you manually zip together. What I am trying to do is utilize existing courses with additional functionality when viewed on the computer (rollovers, widgets, etc) and then a mobile/tablet version that is html5 and create in responsive mode with breakpoints. (I prefer breakpoints over fluid boxes).
