Does Adobe Captivate 8.0.3.290 work in a Windows 10 environment? I work for a large public agency with a heavy investment in Adobe Captivate 8 for training. We are about to upgrade to Windows 10.
Please advise.

Only Captivate 9 is approved for Win10. Some users claim that 8 is functional on Win10 but I also did see several users complaining about issues. It is the moment to ask for upgrading to CP9! Be sure: Personally I kept a Win7 system for older versions of CP, have only CP9 on Win10 system.
I don't work for Adobe, just want to spare you frustrations.

If your organisation is moving forward with their upgrade to Windows 10 regardless, you can maintain close compatibility using the following steps. Your IT department may have to make these changes for you, depending on if you have a Windows Administrator account.

I will need to create test scripts to make sure we're able to continue working with CP 8 in the new environment. I usually have local admin access so I have alerted the software admins of your response and am waiting for their reply. Testing is scheduled for Tuesday.

I would hold off upgrading Captivate until version 10 gets released in 2017
Version 9 offers enhancements but 8 seems to be doing the job for you and 9 has been out since the middle of 2015. Wait until 10 gets released.

If you encourage your organisation to purchase Captivate via a subscription then you can upgrade to Cp9 right now and then just upgrade again without extra cost as soon as Cp10 or whatever is released. I believe the advantages of Cp9 over Cp8 make it well worth updating.

Our service contract allowed us to get CP 9 from our CP 8 licenses.
Today I spent a long time with the testing. Our 'golden image' for Windows 10 does not allow users to Run as Admin, in fact, even with local admin access I was not allowed to select 'Run as Admin'. Please advise!

You'll need to apply to your IT department for special permission to run Captivate with Administrator privileges. If your IT dudes are worth their wages, they should be able to set you up with a special profile that allows you to run just this one app (Captivate) with full Administrator privileges.
However, some IT departments are not as capable as we would like, and even the ones that are will often be more like Dilbert's Mordac the Preventer of Information Services. They take more pleasure in refusing to do things than actually providing solutions.
So, good luck with that.

OK.You've done well!
Just check with them to make sure that this profile means Captivate always launches with Run As Administrator privileges. That's actually not the same as YOU having Administrator user privileges, although it sounds almost the same.
