I want to insert an interactive video into my captivate project however I need it to still have a play bar. Is there a way to have an interactive video with a play bar?

Interactive video is always synchronized with Captivate's Timeline, because it is a slide video. Like any other content slide, there is no playbar per slide, but only for the whole project. You can use Captivate's functionality to create play/pause buttons. A progress bar would be more complicated. But you can also take advantage of the bookmarks, and create a menu to navigate to bookmarks. See an example I created some time ago:
