Is PhoneGap publishing process in Captivate 9 functional?

I used the Publish to Devices (App) feature for an HTML5 project but when I ran it on an Android device it failed miserably. First I sideloaded the apk file onto a Kindle FIre but then also ran it on an Android emulator (Genymotion) on my PC.  In each case graphics were distorted, buttons inoperative or missing altogether, when I was lucky to get a response it was almost random.

I understand that using PhoneGap to make an HTML5 project run on a mobile device is far different then creating a native app so not surprising there would be compromises but I was surprised at how badly things turned out.

Is there anyone who has successfully Published to Devices with Captivate 9?  Any guidance as to how to design your project to better ensure a successful outcome?

It would be great if you could also provide us with the android version of your device.
