Is there a way to control the image down-sampling in Captivate 9 or 2017?

Images in Captivate 9 responsive are down-sampling too much on publish.

Would like 144ppi instead of 72ppi for mobile.

Images look blurry and image buttons look horrible on all phone displays.

I don't think it is possible to change the downsampling. For projects meant to be seen on phones, I will try to use SVG's and shape buttons as much as possible to replace the bitmap images and the (old) image buttons.

I have been trying the SVG -- but running out of memory when rendering them.

Is it possible to make an SVG a button? I didn't see that option available.

This is a responsive project, using a very high-end computer I bought for because of Captivate's huge requirements and still the rending of SVGs is an issue when I have more than say, 3, in the project.
