We are asking "What topic would you like to learn next?" without listing any correct answers?
If you're on Captivate 9, take a look at the Knowledge Check question slide type.
Alternatively, if all you're trying to do is get the learner to put something into a text field, why use a Quiz slide anyway? Just use a Text Entry Box and validate that it's not empty using variables and Conditional Actions.

I understand, but you cannot score a 'question' slide without providing a clue about correct answers. If you need a score, hence my asking about the Pass/Fail settings, you need to have at least one scored object. Not only question slides can have a score, but all interactive objects. For that reason I proposed to add a scored button somewhere, a button that is only appearing when the user has filled in something in the short answer question.
You give so little detail: why do you need a score? Do you have other scored questions or objects in that course? To which LMS is it reported? Some LMS's will show you also content of variables, not only scores and Pass/Failed. In that case you could have chose a Scrolling Text interaction, and report the variable to see the content of the answer.

The reason for scoring is to report to the LMS that the employee took the required course and will show on their training reports. I did add a quiz question before this one. I'm not too familiar with Scrolling Text interaction, variables, and Conditional Actions - but I will definitely learn them.

If you have already a Question, why do you need another score for this? I proposed Scrolling Text, Rod proposes Text Entry Box, both as alternatives for a regular Question slide where normally a correct answer is expected for validation.

Actually, if the ONLY real intention is to verify that the learner took the course and report something as a score to that effect, a simple scored button at the end of the module should do the job. Just make sure that your learner cannot easily jump to that slide without doing the content.
If the button is scored and set to report to the quiz then the LMS won't care that it's not a quiz slide.
