Is this perhaps a SCO, I mean a course that has set up reporting to a LMS? In that case it will only run in a LMS, you can try it out in the SCORM Cloud, which is possible from within Captivate 9 (and later).

Thanks for the answer- I had set i up to produce a SCORM file for Moodle. What threw me off was that in the Publish window it still refers to HTML format!

Thanks all the same.

Both HTML5 and SWF output can be used to create a 'SCO'. The zipped folder which you get when publishing with Reporting turned on has the extra files needed for that reporting, that is the difference with publishing without reporting. You have the choice of output to either HMTL5 or SWF, provided the LMS supports both of course. That makes it possible to use the course both in a Flash-enabled browser and on mobile devices which don't have such a browser.
