I have a lesson with 16 multiple choice quiz questions. Right now they are all set to "Graded". Of the 16, only the last three at the end (Final Quiz) count for a score. How do I get the final Quiz Summary screen to show only those last three quiz questions and their results? I tried setting the point value to zero for the remainder of the questions, but it is still showing # out of 16 in the Summary results. I tried to use a Pre Quiz, but that messed up the playbar and removed the playhead and buttons. Should I use a Survey? Even though I need it the first 13 questions to still show correct/incorrect feedback?

This has been a long-standing issue with Captivate quizzing that many people have complained about.
Even though you mark a quiz slide as NOT reporting to the quiz, it still gets counted in the number of slides shown on the Quiz Results slide that ARE supposed to be in the quiz. Each quiz slide also has a caption that shows the progress through the quiz slides as Slide # of #, and this tally is also incorrect if not all quiz slides are set to report to the quiz. Sadly Adobe has not so far addressed this in recent versions.
The workaround is to use System Variables and your own custom user variable to replace the numbers being shown on the Quiz Results slide or on the running totals. Basically you need to replace the System variable currently being used to display the TOTAL number of quiz slides with your own user variable which you can assign with the ACTUAL number of quiz slides that DO report to the quiz.

Some quizzing system variables will indeed include all the questions and scored objects and that is the case for cpQuizInfoTotalQuestionsPerProject. Detailed explanation can be found in the table which you can download from this post: System variables in Captivate 8 - Captivate blog
As a workaround I explained in an old blog post how to create a custom Progress Indicator, it is still valid for this version of Captivate:
