Need to Be Able to Specify Fluid Box Width

When I select stretch to fit:

Stretch to Fit.JPG

A sub fluid box's width is at 100%:

When I remove stretch to fit:

No Stretch to Fit.JPG

The sub fluid box with is 62%:

Why can't I type in a width percentage between 62 and 100%? I need this so that the text doesn't wrap to the next line. I can't do stretch to fit, because if the fluid box wraps to the next line, the width takes up the width of the device, and it looks like the text is aligned left.

If I deselect "Stretch to Fit," the number correlates to the wrap percentage, which I had set to 60%.

That fluid box has child fluid boxes. What is the 'flow'?
