Pan an image with action-based effect?

I want to interactively zoom and pan a large image. The zoom portion works fine. For the horizontal and vertical pan, I was hoping to use Apply Effect actions. I can add Apply Effects actions to Advanced Actions, e.g. LeftToRight, but I don't have control over the length of the path. If I create a time-based LeftToRight effect, I do have control over the length.

Is there a way to precisely move an object along a path as part of an Advanced Action?

Yes, but you have to create a custom effect. Some parameters are now available in the Advanced Actions dialog box, but that is not the case for the motion path. Very long ago, I explained how to create a reuse a motion path (imagine that post is 8 years old). The screenshots need updating, but the work flow is the same:
