In the master slide I have an object set to "place object on top" for the rest of the project.
This is exactly what I want except for one slide where I need to show a full screen image. Alas the master slide object covers part of it.
Is there a way to set an object in a non-master slide to be on top of the object in the master slide set to "place object on top"?

You have the option in the Slide Properties panel for 'Master Slide Objects on top' which you can uncheck. Did you try that? It will have effect on all master slide objects:
However there is no way to have just one slide object on top of the master slide objects. You could create a duplicate master slide, pretty cumbersome.

What, if instead of a master slide, I place the object that I want generally on top on the first slide and set it to display for the rest of the project and for it to "Place object on top"? And then on the slide where I need an object to sit higher than it I set this object to the same settings but call an action to hide it when the slide is exited?

I have been checking that work flow out as well, because it is the workaround I'm using when I need an object on top of the embedded quiz objects. But it is not functional for what you want to do, at least not during my quick double-check.
