I suspect you are using Captivate Classic? Can you please mention the full version number as you can find under Help, About Captivate?
Which Theme do you use? Has anyone edited the quizzing master slides?

I'm using 2019 ver 11.8.1.219
I used the Alliance template. Does the template affect being able to edit standard items like quiz elements?

Alliance is a Quick Start Project, not a template (that would be a cptl file).
Which exact slide do you use from Alliance? I have been exploring all QSPs a lot (see my blog), and could check out if its master slide has been edited.

The slide's name is MCQ,T/F,FIB,Sequence

You give the name of the master slide, not the slide in the Alliance QSP. I checked the 'Multiple Choice' slide (because that project is not using the master slides as it should be done) and I do have the grey rollover shape covering the whole answer area. I checked both on the responsive and the non-responsive version of Alliance.

You cannot just change the layout of a question slide that way. You'll need to create a custom question, using standard objects, and you could use the radiobuttons interaction. The only type of quesiton that allows horizontal setup is the Likert question, but that cannot be scored.

I had no idea that the layout was that fixed. Ok, I'll let the customer know that it will have that issue, or I'll need to go back to the original layout. I appreciate your help with this, especially so quickly since I'm trying to get the edits done and to the team for review today.

From the screenshots I detected that you are on a Classic Captivate project, correct? Messing up a quiz slide or its underlying master slide can be very dangerous and break the Quiz functionalities. I have a basic course on Quizzes in my blog (for free), here is the first link:
