I´m working with the german version of Captivate 9, but creating english content. Therefore I changed the quiz feedback text both in preferences and in master slides into an english version. I´ve also tried to copy the language folder from my co-worker (which works with english Captivate), but still the german feedbacks appear! This sucks ... I have to change it on every quiz slide by hand ...
Is there any other place I can set the feedback text language??

Since you didn't specify what you changed in Preferences, can you confirm that this was your work flow, before inserting any quiz slide:
Just FYI: Recording defaults are part of the theme. I would strongly recommend to save the theme as a custom theme after having edited the default labels and eventually the master slides. You could read my article:

Okay, that was my workflow (I try to remember as specific as possible 😞
The issue I mentioned with the language folder compares to an older thread/reply (Re: Cannot change language of "Send all Answers" at end of quiz ) from Paul Wilson. Following his advice I copied the english language folder from the english Captive version - since I do not need or want an english version of the program itself! (dear Adobe staff: we DO have an english licence) - in order just to keep the english feedback texts, but this did not work as well. Changing back to a german version of captivate and all my further english feedback texts from the preferences (shift F8), quiz settings and the master slides are gone and german. So I have to change the feedback text on each quiz slide by hand, which is very unsatisfying, because I thought that´s what preferences, quiz settings and master slides are for ...
My major question now is: where do feedback texts come from? What´s the priority? Do they come from preferences, quiz settings, default labels, master slides? Or from somewhere welse?

I always use a custom theme for any project. Personally I use an English version but have created lot of software tutorials in French and in Dutch for my students, with the approach I explained before. I will never use another project as a 'template', only use themes. Sorry that you seem to have issues with themes, don't understand why.

umm, okay ... So I think I have to work out some way with the themes as well, even it´s not really working as I like when defining colors for text boxes and stuff ...
To tell you why I have a project which works as a template: We are creating a large amount of content for a customer and the customer itself wants to create some as well. Therefore they wanted to have some kind of a master template in which all slide designs are included, not only as master slides but in the filmstrip as well. To make my work as easy as possible and not to design each content anew, I thought it would be a good idea to have a blank project prepared - which has just one sample quiz slide. So by now it seems there is no other way than changing all feedback texts by hand, each one by one
I guess that´s a point where Adobe might take a closer look at, it seem that quiz settings and preferences get in conflict with master slides ...
