Captivate 2019 does a responsive project still work without using fluid boxes. Or to make it work right it needs to have fluid boxes on each slide?

You always have been able to work with Breakpoint views, but you'll have to convert to that type using Project, Switch to Break point mode.

Moreover it is now possible to use non-Fluid boxes slides, configuring them using the Position Properties panel which has been inherited from the Breakpoint Views mode. That makes it possible to use objects like slide video, which are not allowed in a Fluid box.
