Roll Over Button with no down state?

I am using Adobe Captivate 8. I converted a smart object to a button state. I do not want the down state to show. When I go to properties and deselect "Enable"  for the Down state the button still reduces in size. However, the properties do not show up, for instance, the color change does not show up.

What must I do in order to only have the normal and rollover show up without the button showing a reduced size when clicked?

That shrinking was typical in CP8 (which I don't have anymore). I hope someone with CP8 will pop in to help you.

Do you have reflections turned on?  I had difficulty with button states until I ditched the reflection.

Do you mean reflections within the properties panel?  If so, then no, reflections is turned off.

Yep. I had a reflection effect set for the down state on a set of buttons and it caused all sorts of havoc.
