Is there a setting to have Captivate 2019 send the quiz score at the end of the quiz so the LMS will display the actual score achieved?
I have the pass/fail threshold set at 70% for a 20 question quiz with each question worth 5 points. Even If the quiz taker answers 16 questions correctly (80 points or 80%) the LMS (HealthStream) records complete (passed) & a score of 70.
Trainers want to have the actual score achieved recorded in the LMS.

You are using the most stable version I have ever known in two decades. That is great!
This is a strange problem. Do I understand correctly that the exact obtained score is not reported, but only the passing score on success (70%)? I have never used that LMS. I would double-check in SCORM Cloud (can be done for free within some limitations) to see if you have the same issues. If it works fine in SCORM Cloud you need to talk with the LMS people, because in that case the problem is due to the LMS. Tell them about your test.
About the settings: it happens that the strict Require field causes problems. With the settings that you have (Hide Playbar, no Skip) the learner can only proceed throughout the quiz if all answers are given. But I don't think this is causing the problem.
The transfer of the data to the LMS occurs at the last frame of the score slide (or after that slide if it is hidden), hence the actions 'Continue'. To be sure of the transfer happening (in case of slow connection) it is good practice to have at least one slide after the score slide.
