After restarting the content I did not get asked whether I want to continue from where I left off
last time or start from the beginning, the content continued from where I left
off. I'd like to give the user these two options to choose from.

In that case bookmarking is activated by default. Can you check under the Advanced button in Quiz Preferences, Reporting, if the option 'Never Send Resume Data' is unchecked.
