When I preview my project in Captivate 9, my smart shapes do not display. Does anyone know why?

How do you Preview? Is this a blank or a responsive project? Did you install the hotfix?

This is a responsive project. I am using the Preview drop-down menu and selecting Project.
I have not installed the hotfix, what is that?

For the same reason your car dies unexpectedly!
What I mean by that is to say that just like with your car, there could be myriad reasons. We need much more information before we can possibly help.
For example, can you post an image of the timeline for the problem slide? That would be a good place to begin.

You can see the arrow that is selected. When I preview project it doesn't appear after 15.5 seconds, and all the other arrows are not displaying when they should either.

See that pausing point? The playhead is pausing before the shapes have a chance to appear.

Well, you click on the object that I circled. That looks like a Smarty Pants Shape that is configured to be a button as it says "Next". In the properties panel will be an option to adjust the pausing point so it is later. That option is likely in the Timing tab of the properties. (sorry, don't have Captivate open at the moment)
Also, it would appear there is a scroll bar on your timeline. That may reveal other shapes configured as buttons. Perhaps a Previous to counter the Next? So you will need to investigate those as well.

As for the pauses, what normally happens is that you (or someone) elected to make the Smart Shape a Button. With any "interactive" type of object in Captivate, most often the intent is for the user to click it. And generally speaking, if you want someone to click an object to carry out an action, you want the playback to pause in order to allow them time to click the object. So by default, the pause will occur. As with anything in Captivate, there is much flexibility. So if you want you are able to turn off the pause. But by default, you get a pause.
