The sign in in Adobe Captivate keep showing up?

Recently, I have been using Adobe Captivate 7 for my learning courses. It was working fine at first, but suddenly this thing shows up each time I launch the Captivate 7. I have tried to register using the license key with my Adobe Id but still unable to use the software.

I have also tried to install it using my home internet connection but same message appears.

How can I fix this issue?

I have Adobe Captivate on an annual subscription, billed each month. This month I appear to have no access to the software and continue to receive a Sign In and Trial period dialog box (I've tried opening Captivate 9 and 2017). When I go to my account, it shows I have no software and no History of purchasing software. I tried communicating with Adobe via Chat and the Rep told me he had no idea how to solve my issue (I have the transcripts from the Chat.). He then asked for my credit card information, which I refused to supply. I asked the Rep to cancel my subscription to Captivate and he told me he didn't know how to do that. Pointless.

I have been using Adobe Creative Cloud for years and know the difference between CC and Captivate access.

There is apparently no way to actually speak to any customer support at Adobe. I have a bill for Captivate and no software. I contacted my credit card company and had them remove the charge from my bill. I will continue to do that until someone from Adobe tells me why I am being billed but cannot access the software. This is what the legal industry calls fraud.
