I'm assuming you are talking about adding a hotspot that then displays an image. I suggest making an image that already has whatever rotation applied to it. For example, if you wish to show a portrait view of an image instead of a landscape, edit the image first in your favorite image editing tool and then import it into the On Click Display Image hotspot. By itself, there is no option for rotating images in VR projects.
