Are you talking about the "picture in picture" effect? That is done with Adobe Presenter:

Not sure at all, Presenter is much more limited than what you see in Terry White's videos. But indeed something similar can be done with Video Express that ships with Adobe Presenter, it is not the PPT plug-in.

Really? If you only want video, indeed, and with a very limited editor. I have been using Presenter (PPT plug-in) and Captivate since many years, and I know how limited Presenter is. It is a PPT plug-in (like iSpring and Articulate Presenter), and you can add question slides. That is it, that is not a full eLearning authorware, sorry. They have good analytics, but not the power of Captivate. No software simulations (interactive), no responsive projects, no advanced features like shared actions, JS integration. Presenter is a nice tool for quick demos and presentations, but not to be compared with a full-featured authoring tool. Marketing hype is not the same as the reality.

Is this the first MAC version of Presenter. Last time I checked, they didn't have it for MAC.

AFAIK only the Video Express is also for Mac, not the PPT plug-in.
