We are trying to determine the optimal project size/resolution and settings to publish a Captivate 9 project to an LMS (non-responsive, scalable, SCORM 1.2, HTML5) for a diverse audience – using desktops, laptops, touchscreen tablets and iPads.
We have tried 1024x768; only much of the text is blurry.
We are currently testing 2048x1536 and have noticed the following issues (only the desktop version seems to work well):
Touchscreen tablet (Dell Windows 10) – drag & drop not functional with touchscreen, but works with a mouse
iPad – intermittent issues with loading, freezing, unexpected error and page reloads, videos not playing, etc.
Any feedback would be greatly appreciated!

There is no single "optimum fixed size" if you are trying to publish to such a diverse range of devices and viewport sizes. The scenario you describe, wanting to publish one version of content that is playable on any device, is exactly what Responsive Design was developed for.
However, if you are NOT interested in Portrait orientation for any of these users, only Landscape, then your original size of 1024 pixels wide is probably as good as any. 2048x1536 is a ridiculously large size and will cause you endless issues with filesizes being far too large.
Fact of life:
Anytime you end up rescaling Captivate HTML5 non-responsive content to fit different screen sizes you are going to lose resolution.

For Ipad specialy ipad 2, i don't recommand you captivate for long course,
In my experience i have a lot of trouble like you have said (freeze ...) this is due to the page memory of ipad which is very limited.
