What is this called in the library?

Forgive my obvious question. What is this called in the library? I'm writing a lesson for Captivate 8 for my coworkers.

Would this be called an edit menu bar?

It is a menu bar or a control panel. I prefer the second word when offering training.  It is not only for editing anyway, most of the options are also available in the right-click menu on an item. Did you read my blog post:
