I'm using Captivate 2017 to work on a file originally created using Captivate 9 that has a number of embedded Check for Understandings.
These Checks for Understandings appear in Captivate but don't appear in the published file. I I don't understand why.

Are the files on a server?
Or are you trying to view in a browser locally?
Are you using Chrome locally?

Yes, the video files are on a server. We browse to the video using Chrome.

What do you mean by video?
I know that Chrome has an issue viewing files locally that are in an iframe.

I've published the Captivate file as a Flash video. It is not located inside an iframe.

Flash video or SWF? Make sure to launch the xxxx.htm file, not the SWF because I don't think you created a FLV.

The file format isn't the issue. I don't understand why the widget doesn't appear inside the published video when I play it in the browser, but the element is visible in the Captivate file.

Perhaps because it's something that is interactive and you cannot have any interactivity in a video file?

Rick, that is why I asked about the file format, but look at the answer '...isn't the issue'. It is IMPOSSIBLE to publish to Flash Video, which is indeed non-interactive. It is POSSIBLE to publish to MP4 which is non-interactive video. It is POSSIBLE to publish to SWF which is interactive.
