Downloading learner transcripts not working. Why?

Hello to the Adobe Prime tech dev team.

I am trying to download learner transcripts for ALL my learners. I have less than 100 users in Adobe Prime.

When I attempt to download learner transcripts from the launch of my LMS (about September 2016) up to current date (today is Monday January 30, 2017) only a handful of learners appear in the CSV output file.

Then, when I go back in and download a learner transcript only on an individual learner (that did not appear in the earlier attempt to get all learners) I get their data without an issue.

What's going on?
