Adobe Captivate 2019 Insert Video Publish to LMS

When I insert a 3-minute video with closed captioning, publish it as SCORM 2004, and upload it to the Cornerstone LMS, I'm experiencing playback problems.  I think it is a bandwidth issue.  What's the best way to solve this problem?

My organization has a policy against using YouTube, and our end users don't have access to YouTube.

Do not put such a heavy item on the first sldie. If possible distribute it over multiple slides, which will make the 'to be loaded' items more limited.
