captivate 2019 drag and drop replace not working correctly

I'm new to the whole Captivate thing. I'm trying to create an easy "paper doll" interactive where you can change the shirt, pants and shoes with two accessories that go in hands (I'm creating it for my boss to see if we can use it in our eLearning.) I watched tutorials from the expert on drag and drop but the tutorial only had one drop state whereas I have 5. Two only allow one image (one hand each gets an accessory) , two drop states allow 3 images (one for pants, the other for shirts), and one drop state allows 2 images (the shoes). Under Actions, I have "on accept" set to "replace" for everything except the two drop states that only allow one image. When I preview the scene, I can drag over one shirt but none of the others will replace the first one, same goes for the pants and shoes. I included a video. I am not sure where I am going wrong. Do I have too many drop targets? Have I set them up incorrectly? The shoes worked before (could switch between them) and then stopped working when I resized the shoe drop target so that it didn't overlap with the one above it. So I reset it back to its original size and it still won't work. I feel like this is a simple task but I can't get it work 😞

Which preview method did you use? If this is a non-responsive project, for HTML output you can only use F11, Preview HTML in Browser.

Ignore this. Apparently It works when published but when previewing it does not work properly.  Does that mean this is a bug?

I used both preview project and preview from this slide. When I tried preview html5 in browser it worked. Didn't realize that they react that differently. Told ya I'm new 😄 I got the elearning stuff when our specialist left.

For a non-responsive project, all Preview methods except F11 use a temporary SWF output. Since that output has become very different from the HTML output, you shouldn't use the other Preview methods for real testing if your goal is HTML output.
