Captivate Asking for Redemption Code/Serial

Im in IT and admin for a large company, we have over 600 active licenses. One user is getting prompted to buy Captivate or provide Redemption Code/Serial?? He is signed in and we reinstalled, I also relicensed him under Adobe Admin. Please resolve ASAP, we use volume licensing and the user doesnt have any emails with codes or serials.

Any update? Where can I repost to get a reply ASAP? Adobe support is the worst, we are a huge account and have unresolved issues that are 2 months old...

Solution:
-Rename OOBE folder in Library/Application Support/Adobe/
-Log out of Creative Cloud
-Relaunch Captivate 

 This is still OP btw, I am now posting from my admin account
