You do not 'convert' an MP4 video into a SCORM.

You need to create a Captivate project (CPTX) file. Then import the video into that project file as the content.  You will need to configure SCORM settings in the CPTX file for your specific LMS so that the LMS can track when the user has completed the content successfully.

If it is necessary to verify the end user's understanding of the content, you may need to add assessment components such as quiz questions after the video.

All of this is not trivial.  If you know nothing about Captivate, please understand that it would be wise to arrange to get some training.  Learning how to use this tool properly requires considerable time, and this forum is mainly to help people that are already using Captivate but have struck some issue.  The forum isn't intended primarily as a training resource.  It's more of a troubleshooting resource.

MP4 is a published file, which is by default passive, not interactive. There is no way to have reporting set up, which is the goal of any SCORM course, since there is nothing to report at all.

There are quite a lot of tutorials around for newbies, some are good, some not so good. If you are looking for training, same comment: some training is OK, others are very outdated (some users asked me to look at training programmes). I tried to summarize the main stumbling blocks for Captivate newbies in this blog post. Make sure that if you look for training, tutorials, that those subjects are included:
