Creating multi-lingual modules that learners have to pass

I have been creating modules in English, then copying them and translating them to Spanish. I create a small file that asks the learner if they want to go to the English or Spanish main module.

This has worked fine until I updated a file this week from 8 to 2017. I put it in my LMS to test it and "passed" my course in the LMS simply by choosing a language. I had a long chat with Adobe today and despite trying a number of changes to how the files connect to each other by loading them to the LMS and connecting within the LMS and the MultiScorm packager.

So, Captivate Hive Mind, how are you successfully allowing your learners to select their language on a splash screen and then take a full (1 hour+) module? They need to not get credit for the course unless they pass the test at the end.
