This has been going on for a while now, but it seems to be coming more common with newer phones

When viewing the HTML5 exports, on some of the phones we'll see the desktop view instead of the mobile view. It doesn't shrink down to fit the screen size.

We've seen this on the Pixels, Galaxy S8 and the Plus phones. Is this the result of a export setting? We don't see this issue on any of the other phones

we're using captivate 2017

I suppose you are using Breakpoints? If yes, how many breakpoints do you have and what were the resolutions used? It is the width that is very important: asl long as the width of the browser is bigger than the width used for the breakpoint, the layout of the higher breakpoint will appear. You can check the browser resolutions (which tend indeed to increase, as are the screen resolutions for newer phones) in several sites like viewports.com
