You can build an interaction like this in Adobe Captivate, however, it may not work on an iPad. I was able to recreate it here, but when I attempted to use my iPad I was unable to drag it to the bottom. It did work on my Samsung smartphone (turned sideways).

Will be insulted again... but the answer is NO.

 

I have launched multiple feature requests since several versions but touchscreens like my Surface Pro are not supported for HTML output. Just the normal swiping for normal screens. Please add your voice by launching a feature request as well.
