Is there any way to be able to write plugins or extensions for Captivate?  I'd like to build some tools that will allow us to do common things that require many steps into one quick macro.  Is there any ways to programmatically integrate with Captivate?

You can make widgets. There are a lot of SWF-widgets around, very few HTML widgets. The last one is a good example of the possibilities of such a widget: CpExtra from InfoSemantics.

You can also embed JS in Captivate.
