How can I make a PDF open in Adobe Acrobat vs. the web when publishing in Captivate

Using Captivate 2019.  I have published as HTML5 to my company's server.  Published file works great, however I have a PDF'd PowerPoint that needs to open in Adobe vs. browser - reason being is that Adobe's Notes function that picks up the PowerPoint slide notes when  saving a PowerPoint as a PDF doesn't work in the browser.  Is there any way for me to ensure Captivate published file opens this document in Adobe Acrobate vs. browser.  Or any other input is welcome.. maybe I am not thinking about this correctly.  The PDF document is posted on a shared intranet, and it will open in Adobe Acrobat, however when accessing through the Captivate published file, it is always the browser.
