How to best develop multilingual courses that are 508 compliant

Does anyone have a good practice or procedures when developing multilingual courses that are 508 compliant in Captivate? Specifically, how would you handle converting the text, audio, and closed captioning to a new language, assuming we want 1 SCORM package? How would you manage the language selection? Can it be done from the LMS, or do you create a menu page that passes a variable based on the learner's selected language?

I believe you need to create a menu, generally HTML that is SCORM, wich then launches a specific Language that is SCORM also. I have done this before, I would need to find the package for details on how it works.
