Do you mean the Submit button on a question side? Normally a question slide has no Continue button. A Continue button is only on the score slide.

Try to understand the Submit process. I explained it in detail in this post:

https://elearning.adobe.com/2019/02/captivates-quizzes-2-submit-process/

After the second step, when the learner clicks on the slide or presses Y the actions defined under Success and Last Attempt (if there is only one attempt) are done. By default both are set to Continue, you can change those actions to 'Go to Next Slide'.

No, I mean the last page that shows the results.  When I click continue on that page, it doesn't go anywhere

On the score slide. It is the equivalent of the Submit button on the quiz slides.

When clciking the Continue button, the play head needs to continue until the last frame of the slide, then the actions which you define under Quiz Preferences, Pass/Fail will be executed.
