Traditional Chinese available for Captivate 2019

Hi All,
Not sure if this is the right place for this, but since I have not found clear answers anywhere else, I am asking.
Can a Captivate license for Captivate 2019 be  purchased which is for Traditional Chinese? If not are there any viable options.

I found this information, which tells the answer is NO.

Subscriptions for the 2019 release of Adobe Captivate and Adobe Presenter Video Express are available in English, French, German, Japanese, Korean, Portuguese (Brazilian), and Spanish.
