Once I have developed a complete interactive training course in Captivate, is it possible for the students to do the course with all the interactive features (taking tests, role-playing scenarios) without access to the Internet.  This is for humanitarian work in areas where there is limited or no telecommunication infrastructure.

You could publish to exe or interactive pdf which can both be used standalone, with interactivity but they are SWF-based.

Or you can publish to an app for mobile devices (Android or iOS) using PhoneGap.
