This sounds like an issue that would need to be resolved by your LMS people.
Upload the same SCORM to SCORM Cloud to test whether the issue IS in fact the LMS. If SCORM Cloud plays the same videos without issue then your own LMS must be shutting off the videos.
If SCORM Cloud does show the same issue, check with YouTube as to whether they are blocking the content because you do not have permission to play your videos from a different server. Sometimes YouTube will block playback if they think content is being 'highjacked' by another party. They might not realise your LMS has your permission to play this content.
