Does the Virtual Reality add-on to the new Captivate only work in Google Chrome? Preview and Published Files open fine in Chrome but don't in Internet Explorer.

If your organization is still using IE as it's default browser you should speak to your IT department about switching it to an alternative browser. If all users are on Windows 10 you can suggest they switch to Edge or one of the others that Lieve has mentioned. While Microsoft still patches IE for security updates, development for IE has ended. When you look at the HTML5 features that IE 11 supports you will see clearly that the vast majority of HTML5 features are not supported.
